Position Summary

A&E Noble Care Agency LLC is seeking an experienced and highly organized Program Director to oversee daily program operations and support the delivery of high-quality services to individuals with developmental disabilities.

The Program Director will serve as the agency’s designated Qualified Developmental Disability Professional and oversee assessments, individualized service planning, service monitoring, staff supervision, regulatory compliance, and coordination of supports. The ideal candidate will have strong knowledge of Virginia’s developmental disability service system and experience managing programs, employees, and service documentation.

Key Responsibilities

  • Serve as the agency’s designated QDDP.
  • Complete assessments and reassessments.
  • Facilitate Individualized Service Plan and team meetings.
  • Develop ISPs, service justifications, service revisions, and supporting documentation.
  • Review referrals and screening information to determine service appropriateness.
  • Monitor timesheets, service documentation, mileage records, and other operational records.
  • Assist the Program Manager with staff scheduling, call-outs, and coverage coordination.
  • Collaborate with leadership regarding service delivery, staffing, compliance, quality improvement, and risk management.
  • Recruit, hire, train, and orient new employees.
  • Complete billing and service-authorization functions for DD Waiver, private insurance, and private-pay services.
  • Conduct employee performance reviews and monitor performance improvement plans.
  • Assist with developing and implementing agency policies, programs, and initiatives.
  • Perform other operational and administrative responsibilities as assigned.

Qualifications

  • Bachelor’s degree in social work, psychology, therapeutic recreation, or another human services field required; master’s degree preferred.
  • Must meet Virginia’s requirements for a Qualified Developmental Disability Professional.
  • Knowledge of DBHDS, DMAS, DD Waiver services, service authorizations, and applicable regulations.
  • Experience in developmental disability or human services.
  • Experience with individualized service planning, service coordination, staff supervision, and program management.
  • Strong leadership, organizational, communication, and problem-solving abilities.
  • Ability to meet documentation deadlines and manage competing priorities.
  • Ability to maintain confidentiality, professional boundaries, and accurate records.

Hybrid Work Expectations

The Program Director must maintain reliable internet access and a professional, secure remote workspace. 

The employee must remain available during established work hours, attend scheduled meetings, use agency-approved systems, and protect confidential information.

This position requires participation in meetings, trainings, employee supervision, individual visits, and other in-person responsibilities. 

In-person duties and operational needs take priority over remote work.

Position Summary

A&E Noble Care Agency LLC is seeking a dependable and experienced Program Manager to oversee daily service operations, supervise Direct Support Professionals, and help ensure that services are delivered safely and according to each individual’s approved plan.

The Program Manager will coordinate employee schedules, monitor service delivery, support ISP implementation, review documentation, and communicate with individuals, families, employees, and agency leadership. The ideal candidate will have experience working with individuals with developmental disabilities and supervising employees in a community-based service setting.

Key Responsibilities

  • Oversee daily program operations and service delivery.
  • Supervise Direct Support Professionals and provide ongoing coaching and support.
  • Coordinate staff schedules, call-outs, shift coverage, and service changes.
  • Ensure services are provided according to approved ISPs and service authorizations.
  • Monitor employee attendance, performance, and completion of assigned responsibilities.
  • Review service documentation, progress notes, timesheets, mileage records, and other required records.
  • Follow up with employees regarding missing, incomplete, or late documentation.
  • Monitor individuals’ health, safety, behavioral, and support needs.
  • Report incidents, injuries, medication concerns, service interruptions, and other significant events to agency leadership.
  • Communicate with individuals, families, support coordinators, and other team members.
  • Assist with employee onboarding, orientation, training, and competency monitoring.
  • Participate in ISP meetings, staff meetings, service reviews, and quality-improvement activities.
  • Assist with internal audits, corrective actions, and compliance monitoring.
  • Provide or coordinate on-call support when assigned.
  • Perform additional program-management duties as directed by the Program Director.

Qualifications

  • Bachelor’s degree in a human services field preferred.
  • At least one year of documented experience working with individuals with developmental disabilities preferred.
  • Must meet applicable DBHDS requirements for the assigned supervisory role.
  • Experience supervising employees, coordinating schedules, or managing community-based services.
  • Knowledge of person-centered practices, individual rights, confidentiality, and mandated reporting.
  • Familiarity with DBHDS, DMAS, DD Waiver services, and service-documentation requirements preferred.
  • Strong leadership, communication, organization, and problem-solving skills.
  • Ability to respond appropriately to call-outs, incidents, and changing operational needs.
  • Ability to maintain accurate records and complete required follow-up within established deadlines.

The Program Manager must maintain reliable internet access and a professional, secure remote workspace.

Remote administrative responsibilities must be completed using agency-approved systems while maintaining confidentiality.

The ideal candidate will be detail-oriented, able to manage multiple deadlines, and comfortable working with confidential employee and individual information.

Key Responsibilities

  • Support the agency’s daily administrative and operational activities.
  • Assist with employee recruitment, onboarding, orientation, and personnel-file completion.
  • Track employee credentials, background checks, CPR and First Aid certification, TB screenings, required training, and renewal dates.
  • Maintain organized personnel, training, compliance, and operational records.
